Dear Governor Walter Hickel!
I am very glad to congratulate you with 90th anniversary and wish you long active and creative life and every success in the increase of efficiency in resource use of the commons. I am very pleased with the fact that the length of our business relations counts two decades. Owing to you I fell in love with Alaska for the whole life.
Your life road – from the designer and builder of the first projects in the territory and then State of Alaska to the Governor of the State of Alaska and Federal Minister of the Interior – can be instructive example how much can achieve energetic and strong-willed man devoted to the interests of his territory.
The example of your life, examples from your famous book «Crisis in the Commons: the Alaska Solution» create atmosphere of optimism and belief in the ability of one person to change radically the route of development in the interests of the citizens. And this is very important.
The scale of your personality helped always to overcome bureaucratic barriers between countries and people that was exceptionally important at the stage of breakthrough in the relations of neighboring American and Russian Northern territories in 1990-s but it is also important now in the 21 century.
Your credo is not to go ordinary way but experiment bravely and achieve success in the absolutely new directions, in the creation of new structures and institutions. In the last decades you were one of the main innovators in the Circumpolar North, incessantly suggesting to create new structures and institutions that strengthen the spirit of brotherhood and cooperativeness between Northerners (both Natives and non-Natives). Creation of the Northern Forum is one of your powerful ideas. It works until now to consolidate people from different northern territories and countries.
I hope to have a chance to wish you happy anniversary either in Alaska or in Russia,
